Malibu should be ashamed of itself, acting like conservation is not for the wealthy. Santa Monica has been heavily into the green movement for years – aiming to become a net zero city, Our mother city, Los Angeles, is very motivated to become one of the greenest cities. Meantime the gilded village of Malibu is only turning green because of upcoming deadlines for compliance with state-mandated sustainable development standards.
Under pressure by state mandates, Malibu is finally getting around to developing a sustainable development program. This comes more than a year after the City of L.A.’s green building ordinance to reduce the City’s carbon emissions by more than 80,000 tons by 2012. Motivated only by state regulation, Malibu is planning to require larger projects to be LEED certified. Money is green; Malibu will get the hang of it.
Grudgingly, in late summer, Malibu began to comply with mandated standards addressing water use for landscape irrigation. Additionally the fabled city on PCH will comply with other statewide requirements, such as weather-proofing, formaldehyde content in wood products, air conditioning refrigerants, and outside air ventilation, not to mention finally getting collection areas for recyclables. (Hello! If that’s an issue for you guys, just bring in some homeless, and they’ll recycle for you.)
As Malibu has been so late to get on board the green bandwagon, the city is panicking about meeting residential construction standards effective Jan. 1, 2011, benchmarks that are already in place in neighboring Santa Monica, Beverly Hills, West Hollywood and Los Angeles.
The January 2011 requirements call for sediment and runoff protection from construction sites; diversion of at least 50% of construction waste; low or no use of volatile organic compounds such as indoor adhesives, paints and coatings; low formaldehyde indoor finish materials.
Looking further forward, as of July 1, 2011, residential construction projects will be required to be more water efficient – insisting on a 20 percent reduction in indoor water use.
Not to be berated for being totally arrogant and antiquated, Malibu does already have mandates in place for water conservation landscaping – though some city residents are insisting that is not enforced.
“I think our biggest problem is water in Malibu,” planning Commissioner Regan Schaar noted, more than a year after Governor Arnold Schwarzenegger declared a statewide drought. “The issue of people submitting plans [development applications] without any landscaping plans is a way for them to get around the issue. We need to put landscaping plans in place and make sure they’re low water usage.”
Malibu has been an ostrich, hiding its proverbial head in the sand while other local cities have been proactive on conservation measures. Lifestyles of the rich and infamous.

The Governor and the Sacramento Democrats are divided in how to move forward and meet the state’s newly targeted energy goals. The Democratics wants the green power and the green jobs to come from within the state. The Governator just wants it done. As state 1st Lady Maria Shriver is a Democrat by birth married to a Republican, and a savvy politica in her own right – balance may lie with her opinion on the issue…would California’s First Lady offer her opinion please.
The recent update to AB 32, California’s landmark 2006 global warming initiative, says California electric utilities must get 33% of their power from renewable sources by 2020.
“With this action, we will ensure that California remains the pioneer in clean energy and clean jobs,” the Governor proudly declared.
The governor’s Executive Order S-21-09 came three days after Democratic lawmakers passed legislation Senate Bill 14 and Assembly Bill 64mandating the same goal, but in a way Schwarzenegger’s office said was too restrictive. The governor said he will veto the Democratic bills because they would limit how much wind, solar and geothermal energy utilities could import from other states.
The two sides did not disagree about the need or the practicality of setting an ambitious 33% renewable energy target. The conflict is over how California should reach the goal and the cost of making it happen.
The Democratic bills were backed by some but not all of the state’s utilities. The Los Angeles Department of Water and Power, Pacific Gas & Electric Co. and Sempra Energy supported the bills, while Southern California Edison Co. and the Sacramento Municipal Utility District asked the governor for vetoes. The bills also drew support from labor unions and consumer advocates and opposition from manufacturers and independent energy-generating companies.
A recent study by the California Public Utilities Commission observed that said 11 new transmission lines and additional infrastructure would be needed to meet the 33 percent goal. Transmission lines typically cross several communities a well as federal land, so the permitting and siting process is very involved, bureaucratic - and time consuming. SC+E noted that each line can take about 10 years to build, and the total cost to electricity customers would be $115 billion.
Critics of the governor’s mandate argue that California will end up subsidizing green jobs in other states and Canada.
Our first lady, Maria Shriver Schwarzenegger, a former newscaster, had Democratic roots that run deep. Maria is a member of Kennedy family through her mother, Eunice Kennedy Shriver, the sister of President John Kennedy and Senator Ted Kennedy. Her father, Sargent Shriver, is a former ambassador and a former Democratic candidate for the U.S. Vice-Presidency. Married to a Republican governor, the two must find political peace at the dinner table. California is interested in her opinion on how the state should achieve the bold green energy stance of Executive Order S-21-09.

Nobel Prize winner and former Vice President Al Gore as the opening keynote speaker for USGBC’s annual Greenbuild International Conference & Expo being held Nov. 11-13, 2009, in Phoenix, Ariz.
“Al Gore’s impressive career and bipartisan outreach have helped elevate global climate change to the main street public consciousness,” said Rick Fedrizzi, President, CEO & Founding Chair, U.S. Green Building Council. “The role buildings play in our lives, our health, the economy and the global environment – including being responsible for 39% of the carbon emitted in the United States – means the built environment is a tremendous opportunity for us to make real change.”
Buildings in the United States are responsible for 39% of CO2 emissions, 40% of energy consumption, 13% water consumption and 15% of GDP per year, making green building a source of significant economic and environmental opportunity. Greater building efficiency can meet 85% of future U.S. demand for energy, and a national commitment to green building has the potential to generate 2.5 million American jobs.
Former Vice President Gore’s keynote address will kick off Greenbuild at the Opening Keynote & Celebration, taking place Nov. 11 at Chase Field, home of the Arizona Diamondbacks. The evening celebration will feature a musical performance by nine-time Grammy winner Sheryl Crow and an address from USGBC President, CEO & Founding Chair, Rick Fedrizzi.
Al Gore has championed awareness and action to confront global climate change since his earliest days in the U.S. Congress 30 years ago, and is regarded for his pioneering role in helping put one of the most important challenges of our time on the map, with his best-selling book and Academy Award-winning documentary, An Inconvenient Truth. In 2007, Gore was jointly awarded the Nobel Peace Prize with the Intergovernmental Panel on Climate Change for his environmental activism. In 1992, Gore published Earth in the Balance: Ecology and the Human Spirit and instituted environmental policy and initiatives in the Clinton-Gore Administration to help safeguard the environment.
Gore is cofounder and chairman of Generation Investment Management and multiplatform media company Current TV. He is a member of the Board of Directors of Apple Computer, Inc. and a senior advisor to Google, Inc. Gore is also Visiting Professor at Middle Tennessee State University in Murfreesboro, Tenn.
Greenbuild is the largest gathering of representatives from all sectors of the green building movement. Previous Greenbuild keynote speakers have included former President Bill Clinton in 2007 and Archbishop Desmond Tutu in 2008.

SINGLE FAMILY RESIDENCES
Nice news in the Santa Monica single family market. Enjoy this interesting statistic – analysis is showing a mere 1% median price drop from September 2007 to September 2009. Pretty wild. Prices were down a mere 1% (as compared to 28% in last month’s statics). Median sale price – still an impressive $1,625,000.
Sales volume mimicked the national trends, with a 131% gain over two years ago. In September, 30 single family homes sold in Santa Monica, as compared to 13 two years ago. Not to mention, inventory is up by 4%.
CONDOS
Condos did not fare as well as single family residences in Santa Monica last month.
The median sold price is down 14% from two years ago-> going from $702,500 in September 2007 to $603,000 in September 2009. This steep decline is in part due to the high volume of foreclosures on the market.
Those who do not need to sell have pulled their properties from the market. The number of condos on the market in Santa Monica has dropped 29% from 281 in 9-07 to 200 in 9-09. The number of condos sold has dropped 4%. 25 properties sold in September – or 12.5% of properties currently on the market.
