Energy Upgrade California is a statewide program that helps homeowners make upgrades to their home in order to reduce energy use, conserve resources, and create more comfortable and efficient homes. Homeowners learn about the upgrade process, find a contractor to do the work, and apply for rebates and incentives to pay for it.
Most of your home’s energy loss happens due to leaks and insufficient insulation. In the winter, warm air escapes through your attic and old ducts. In the summer, hot sun bakes the shell of your house and creates an oven inside, making your air conditioning work harder than it should.
Energy Upgrade California’s Basic Upgrade Package is an easy way to take care of those problems and improve your home’s comfort and efficiency in three steps.
Step One
Contact an Energy Upgrade California participating contractor.
Step Two
- Your contractor will complete the following required measures:
- Air sealing
- Attic insulation
- Duct sealing
- Hot water pipe insulation, where accessible
- Thermostatic shut-off valve

- Combustion appliance safety testing including installation of Carbon Monoxide (CO) monitor
- Recommended: Low flow showerhead
Step Three
Once the work is complete, apply for your utility incentive of up to $1,000. You can apply for additional rebates and incentives where available.
Enhanced Options
Want to go green? You can add enhanced options such as solar power, water efficient landscaping, or eco-friendly materials to your project. These options are not eligible for utility incentives, but there may be additional rebates and incentives available from other sources. Talk to your participating contractor about additional rebates and incentives that may be available for enhanced options.

Santa Monica Wins High-Profile Sustainability Award
In April, Santa Monica was named the winner of the 2012 Siemens Sustainable
Community Award in the midsize community category (population 50,000
- 150,000). Santa Monica and fellow 2012 Sustainable Communities Chicago,
IL (large community category) and Purcellville, VA (small community category) were chosen from among 132 communities across 40 states to become this year’s winners.
Santa Monica’s award application focused on integrating goals and principles of its Sustainable City Plan into a wide range of city operations, services and strategic planning initiatives, including the recently adopted Land Use and Circulation Element
(LUCE). Judges noted Santa Monica’s excellence in setting strategic citywide goals that are reinforced across multiple planning areas, such as resource conservation, economic growth, open space and land use, housing, transportation, civic participation, and human services. As part of the award, Santa Monica will receive $20,000 worth of trees from the Alliance for Community Trees.
